Understanding how a fire command is structured helps you see why the final element is Special Instructions / Method FFE (Fire-For-Effect). The eleven elements lay out everything the gun crew needs: a warning to begin, how to follow or fire, the target details, projectile, ammunition lot, charge, fuze and its setting, deflection, and the quadrant for aiming. The last line provides the instructions on any special considerations or the method by which the fire will be delivered to achieve the intended effect. Fire-For-Effect indicates the command to deliver destructive fire on the target area, once adjustments are complete. The other options don’t fit because Quadrant and Deflection are already listed, and a Fire Mission Brief is a broader pre-mission briefing, not a specific fire-command element.
